Ketentuan yang mengatur Pegawai Negeri Sipil tertuang di dalam Undang- Undang nomor 8 Tahun 1974, Undang-Undang nomor 43 tahun 1999, dan Undang-Undang nomor 5 Tahun 2014. Sedangkan pegawai tidak tetap diatur dalam Peraturan Rektor UM nomor 5 tahun 2013 tentang Pegawai Tidak Tetap Universitas Negeri Malang.<\/p>\n<p>PNS UM berdasarkan fungsinya dibedakan: (1) tenaga pendidik (dosen) sejumlah 927 orang, dan (2) tenaga kependidikan sejumlah 716 orang, termasuk tenaga\u00a0 fungsional\u00a0 tertentu yaitu analisis kepegawaian 1 orang, pengelola pengadaan barang dan jasa pemerintah 4 orang, arsiparis 13 orang, laboran 24 orang, pranata laboran pendidikan 27 orang, pustakawan sejumlah 21 orang, dan pranata humas sejumlah 1 orang. Tenaga tersebut diperlukan untuk menunjang penyelenggaraan pendidikan dalam rangka mewujudkan tercapainya tujuan pendidikan nasional.<\/p>\n<p>Pemenuhan kebutuhan pegawai UM tidak terlepas dari sistem penyusunan kebutuhan tenaga secara nasional melalui fasilitas Satuan Manajemen Sumberdaya (SMS) <em>online <\/em>dan sistem formasi. Formasi adalah data keadaan pegawai menurut jabatan, golongan, ruang, jenis kelamin dan usia dengan perkiraan perubahan komposisi, perkiraan persediaan pegawai tahun 2013-2017, serta keseimbangan kebutuhan dan persediaan tahun 2013-2017 yang disusun berdasarkan peta jabatan hasil evaluasi jabatan dengan menggunakan analisa perhitungan beban kerja dan skala prioritas.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>UM memiliki pegawai terdiri dari Pegawai Negeri Sipil (PNS) dan pegawai tidak tetap atau pegawai kontrak.
